R E S O L U T I O N
CONCERNING
THE COOPERATION BETWEEN THE BALTIC STATES
IN
THE REGULATION OF IMMIGRATION AND REPATRIATION PROCESSES
After the restoration of
independence of the Baltic States
and the withdrawal of occupation troops, the character of migration underwent
essential changes. During the years of occupation the uncontrolled and
artificial migration from the former Soviet Union
created an undesirable and, in certain places, even a critical ethnic situation
which potentially endangeres the national identity
and integrity, the protection of civil and social rights of the population and
the sovereignty of the Baltic States.
The Baltic
States should continue to strengthen the legal basis for
controlling the migration processes and should strive for the harmonisation of the relevant laws to the analogous
European legal acts.
The Baltic Assembly recommends to Baltic Council of Ministers:
1. To develop common legal standards and actions
in the resolution of the problems of migration, repatriation, and the status of
foreigners.
2. To develop joint communications and
information systems between the border and customs services for efficient and
coordinated control of borders with other states.
