Agreement for friendly relations and cooperation between the Republic of Moldova and the Republic of Bulgaria

Article 14. The contracting parties shall guarantee the exercise of the rights of all persons belonging to the Bulgarian minority in the Republic of Moldova and of Moldovians in the Republic of Bulgaria in accordance with the international standards in this domain. They will provide all the necessary conditions and take measures for preserving and developing their ethnic, language, cultural and religious identity.

These measures will include, for the persons belonging to the groups mentioned in this Article, effective guarantee and bigger possibilities for studying the language, history, culture and tradition of the other contracting party, for preparation and raising the qualifications of the corresponding specialist, and scientific and educational human resources, for procurement of literature, educational manuals and other necessary materials, as well as for the realization of a broad scientific and cultural exchange.

The contracting parties shall facilitate, in accordance with the national legislation, the activities of organizations of persons belonging to the abovementioned groups in the implementation of their statutory objectives.
