Article 15 of the Treaty on the mutual understanding, co-operation and good neighborhood between Romania and Albania

Each Party will assure the protection and the exercise of the rights of Romanian ethnic persons from Albania and Albanian ethnic persons from Romania, in accord with C.S.C.E documents and with generally accepted standards of the international law.

Also, each Party will encourage the preservation and the development of the culture and the customs that traditionally have brought together these two nations in the course of history.
