Guiding principle: Wile deciding if the rejection of the Applicants complaint written inSlovene language constitute a violation of the rights guaranteed by the Convention Art 6 and 14, according to which he was entiteld to fair hearing without any discrimination on the basis of language or association with a national minority, the commission finds that while art. 14 forbids discrimination only with regard to the enjoyment of the rights and freedoms guaranteed in the Convention; and whereas the Commission has already held that such a right (art 69 is not violated, it declares the application inadmissible.
