Guiding principle: The representative of the President of the Republic of Lithuania, is stated that the Convention establishes a longer list of the grounds for prohibiting discrimination: in the Constitution no mention is made of the colour of the skin, belonging to a national minority. According to the Constitution Court, the words "races", "nationalities", "national minorities" that are used to define the same non-discrimination basis, should be evaluated in the same way. Consequently, complex and not formal word-for-word comparison of the provisions of the Constitution and the Convention allows to make a conclusion that Article 14 of the European Convention for the Protection of Human Rights and Fundamental Freedoms does not contradict the Constitution of the Republic of Lithuania.
