The fact that an association asserts a minority consciousness cannot in itself justify an interference with its rights under Article 11 of the Convention.The Court finds that the authorities overstepped their margin of appreciation and that the measures banning the applicants from holding commemorative meetings were not necessary in a democratic society, within the meaning of Article 11 of the Convention.
