According to article 32 of the Constitution of the Republic of Moldova, each citizen is guaranteed freedom of thought and opinion, as well as freedom of expression in public through words, images or other possible means. This right includes freedom of opinion and freedom to receive or communicate information or ideas without the involvement of public authorities. Freedom of expression shall not harm the honor, dignity or the right of other persons to their own opinions. Defaming the state or the people, urging a war of aggression, urging national, racial or religious hatred, urging discrimination, urging territorial separatism or public violence, as well as other manifestations that attack the constitutional regime, are forbidden and punishable by law.No one shall be punished for criticizing or insulting the nation, state or its symbols, if the criticisms or insults are not intended or sufficient to incite direct violence. |
